Procurement Manager

Palestinian Energy and Natural resources Authority/Projects Monitoring Unit (PMU) is seeking to hire a qualified Procurement Manager to ensure cost-effective purchase of all materials and services as required by the procurement plan whilst ensuring quality control and compliance with the PENRA’s policies and procedures. We are seeking a qualified candidate for a full-time position based in Ramallah 

 

Key tasks:  

  1. Supervising a procurement staff on preparing all procurement documents and follow-up their operations.
  2. Work as part of a team; manage contractors, customers, and other team members. Ensure that the evaluation, implementation, and verification of projects are successfully executed.
  3. Manage procurement progress and report status developments on a regular basis.
  4. Preparing quarterly and semiannual procurement reports.
  5. Create and implement regional procurement strategies that are innovative, cost-effective, and incorporate the growing complexities and challenges within sector
  6. Manage technological systems that track the shipment, inventory and supply of materials
  7. Lead transformational activities to build procurement organizational capabilities and improve procurement efficiency
  8. Perform cost analysis and set appropriate benchmarks
  9. Develop and execute new improved procurement strategies across all channels of purchasing.
  10. Develop bidding documents package in accordance with the guidelines of international financing agencies, particularly the World Bank.

Required Qualifications:

  1. Minimum BA degree in economics, engineering, management or any other relevant field.
  2. 7 years of working experience as a Procurement Manager, experience with donors will be advantageous.
  3. Good knowledge of Palestinian governmental procurement law.
  4. Good knowledge of laws in force in Palestine.
  5. Excellent knowledge of computer applications related to the work.
  6. Organizing own work, setting priorities and meeting critical deadlines.
  7. Strong communication skills, including analytical, technical writing and problem solving.
  8. Communication to interact effectively with co-workers, managers, subordinates and the general public sufficient to convey information and to receive work directions.
  9. Very good English Language (speaking, Reading, Writing).
  10. Preparing clear, concise and informative reports, correspondence and other written materials.
  11. Have very good management skills as well as having the ability to work in a team.
  12. In-depth knowledge of contracts, invoicing, and negotiation terms
  13. Superb communication, interpersonal and leadership skills
  14. Problem solver with a strong analytical mindset.
  15. Excellent customer service skills.
  16. Negotiation aptitude.
