Monitoring and Evaluation Specialist

Palestinian Energy and Natural resources Authority , in coordination with the general personnel council. announces its need to fill the position Projects Monitoring Unit (PMU) is seeking to hire a qualified 1. Monitoring and Evaluation Specialist to ensure cost-effective purchase of all materials and services as required by the procurement plan whilst ensuring quality control and compliance with the PENRA’s policies and procedures. We are seeking a qualified candidate for a full-time position based in Ramallah   

   
Key Tasks:

 Lead the monitoring of Project Development Objectives (PDO) and Results Framework indicators, ensuring systematic tracking of progress toward targets.

 Coordinate with the procurement and contract managers to align implementation timelines and outputs with the monitoring framework.

 Collect, validate, and analyze data from beneficiary institutions to assess performance against defined results.

Prepare M&E reports and performance dashboards for internal review, donor reporting, and stakeholder communication.

 Ensure the timely and accurate reporting of key indicators to measure intermediate and final project outcomes.

 The development of tools and methodologies for data collection, analysis, and reporting.

 Identify gaps or delays in implementation and flag them to the PMU Director and relevant team members for corrective action.

 Participate in missions, site visits, and stakeholder meetings to validate reported progress and gather qualitative feedback.

Contribute to mid-term reviews, final evaluations, and lessons learned exercises.

Required Qualifications:

 University degree in Economics, Statistics, Engineering, Development Studies, or other relevant fields.

 Proven experience in monitoring and evaluation, preferably within internationally funded projects.

 Strong analytical and quantitative skills; familiarity with M&E tools and frameworks.

 Excellent reporting and data visualization skills.

Fluency in Arabic and English (writing and speaking).

Highly organized and capable of managing multiple data sources and timelines.

Proficiency in Microsoft Office Suite and M&E software.

 Ability to work independently and in coordination with cross-functional teams.

At least 3-5 years of proven experience in monitoring and evaluatio ofdevelopment projects , with preference for experience in internationally funded infrastructure or energy programs.
