Revolving Fund Officer

The Palestinian Energy and Natural Resources Authority (PENRA) announce its need to recruit a Revolving Fund Officer within the Projects Monitoring Unit (PMU). The selected candidate will be responsible for overseeing the implementation, monitoring, and administration of the Revolving Fund Program supporting solar energy systems, including effective coordination with all relevant stakeholders such as contractors, electricity distribution companies, local government units (LGUs), financial institutions, civil defense, and commercial banks, to      ensure the successful achievement of the program’s objectives

 

Job Title: Revolving Fund Officer

Duty Station

PENRA Offices – Ramallah

Contract Duration

One-year contract, with the possibility of renewal for an additional year.

 

 Key Tasks:

  1. Managing day-to-day operations of the revolving fund mechanism.
  2. Follow up with the contractor on RF installation arrangements.
  3. Follow up with DISCOs and LGUs on connection approvals.
  4. Following up with banks and financial institutions regarding loan agreements, disbursements, repayments, and outstanding balances.
  5. Ensuring the proper tracking and documentation of beneficiary payments, including verification and archiving of bank statements
  6. Monitoring repayment schedules and generating timely reminders or reports for overdue accounts.
  7. Reporting on the progress of the revolving fund.
  8. Maintaining a digital tracking system for applications, approvals, disbursements, and recoveries.
  9. Maintain and update revolving fund performance database.
  10. Ensure compliance with donor and institutional procedures in fund management.
  11. Identify bottlenecks in fund recovery and propose solutions.

Job Requirements

Required Qualifications:

  • Bachelor’s degree in Engineering, Project Management, business administration, Management, Information Technology .
  • At least 5 years of relevant experience in fund management, or working with financial institutions, preferably within development or renewable energy projects.

Core skills

  • Strong understanding of bank operations, loan processes, revolving fund mechanisms.
  • Excellent organizational, documentation, and record-keeping abilities.
  • Proficiency in Microsoft Office (especially Excel); experience with digital tracking systems preferred.
  • Effective communication skills for coordination with stakeholders.
  • Analytical thinking and problem-solving skills.
  • Ability to manage multiple tasks and deadlines.
  • Fluent in English, writing, reading, and speaking.
  • Outstanding organizational and time-management skills.
  • Excellent communication (oral and written) and presentation skills.

Physical Requirements and Working Conditions:

Shall endure conditions while working in site and possess mobility to standard office setting and to use standard office equipment, including a computer, stamina to maintain attention to detail despite interruptions, vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone.
